1) The Buyer sends ICPO
2) The Seller sends Draft Contract directly to END BUYER.
3) Buyer signs, seals, and sends DRAFT CONTRACT back to seller.
4) Seller signs and seals Draft Contract and sends back to buyer.
5)The Buyer's SWIFT MT 799 POF (other acceptable SWIFT POFs - RWA, MT 999, MT 103/23) Bank to Bank
6) Seller's bank SWIFT Seller's Ability (Partial POP) Confirmation Letter to Buyer's bank (bank to bank) and Performance Bond (PBg)2%
OPTIONAL: Seller and buyer may agree on a penalty clause. Whichever side does not perform the other side can collect the mutually agreed penalty amount.
Verifiable partial POP will include part of the documents below
COPY OF LICENSE TO EXPORT ISSUED BY THE RUSSIAN MINISTRY OF ENERGY
COPY OF APPROVAL TO EXPORT ISSUED BY RUSSIAN MINISTRY OF JUSTICE.
COPY OF STATEMENT OF AVAILABILITY OF PRODUCT.
COPY OF REFINERY COMMITMENT TO PRODUCE THE PRODUCT - BANK TO BANK ONLY
STORAGE TANK RECEIPT FOR LIFT-ABLE PRODUCT - BANK TO BANK ONLY
7) Payment instrument. Accepted forms are: LPG, MT103/23, SBLC, RDLC, DLC and MT760. One month value Collateral Guarantee may be required for yearly contracts.
8) POP to Buyer's Bank. Documents included are:

COPY OF APPROVAL TO EXPORT ISSUED BY RUSSIAN MINISTRY OF JUSTICE.

ROUTING TELEGRAMS ISSUED BY TRANSNEFT OR RAILWAY AUTHORITIES EVIDENCING
DISPATCH SCHEDULES OF GAS-OIL FROM REFINERY TO LOADING PORT.
STORAGE AGREEMENT WITH LOADING TERMINAL AUTHORITIES.
OWNERSHIP TITLE.
STORAGE TANK RECEIPTS.
QUANTITY CERTIFICATE ISSUED BY SGS.
QUALITY CERTIFICATE ISSUED BY SGS.
CERTIFICATE OF ORIGIN.
CUSTOMS DECLARATION.
COPY OF EXPORT LICENSE.

9) When the product is arrived & discharged at buyer's port and then upon the receipt of final SGS report in front of the buyer's and with fully satisfactory they will release us / seller's the payment by TT or RDLC or DLC (Buyer's Choice).
10) Delivery Commence as per Contract

D2 : MN1,000.000 MT x 12: CIF ASWP

Mazut (M100) : MN1,000.000 MT x 12: CIF ASWP

seller only accepts  POF swift bank to bank, which means that if  buyer is able to swift BCL bank to bank (MT999), we can proceed, which doesnt mean he cannot

send it also along with ICPO (seller will consider priority case he do it) but for effect of POF, seller will request to receive POF through bank, and will immediately respond with soft POP + PB 2%.

Without ICPO/LOI and BCL, No more deal.
